CEB Unions Threaten Industrial Action over Restructuring Delays

Trade unions representing employees of the Ceylon Electricity Board (CEB) have warned of imminent industrial action if the Government fails to address outstanding demands linked to employee rights, salaries, and the ongoing restructuring of the utility.
In a letter to Power and Energy Minister Eng. Kumara Jayakody, the unions said assurances given during discussions in October 2025 remain unfulfilled. They called for a binding collective agreement guaranteeing existing benefits before the restructuring is gazetted and demanded that no allowances or incentives be reduced prematurely.
Unions also raised concerns over asset transfers without proper valuation, unresolved salary anomalies, delays affecting the Voluntary Retirement Scheme, and the lack of employee representation in governance structures.
Copies of the letter were sent to the President, Prime Minister, Labour Minister, and senior officials. The unions warned that failure to act within the stipulated timeframe could disrupt electricity services nationwide.
