As a lower-middle-income economy classified by the World Bank, Sri Lanka must ensure that public-sector software procurement reflects affordability, transparency, and long-term fiscal sustainability.
The recent fair-pricing initiative introduced by WSO2 demonstrates how pricing structures tied to economic indicators can reduce corruption risks and improve budget predictability. Transparent, index-based models can help governments avoid inflated contracts while expanding access to secure digital platforms.
For Sri Lanka, adopting and promoting ethical digital service frameworks could deliver multiple economic benefits: reduced foreign exchange outflows on overpriced software, stronger digital sovereignty, enhanced investor confidence, and improved efficiency in public services. Predictable pricing also allows better fiscal planning for multi-year digital infrastructure projects.
