Sri Lanka Seeks $200 Million IMF Emergency Funding Post-Cyclone

Sri Lanka has requested $200 million from the IMF under the Rapid Financing Instrument (RFI) to address urgent foreign exchange needs caused by Cyclone Ditwah. The request, equivalent to SDR 150.5 million or 26% of the country’s IMF quota, is currently under consideration by the IMF Executive Board.

Finance and Planning Deputy Minister Dr. Anil Jayantha Fernando stated that the emergency support is justified under IMF rules and aims to stabilize immediate financing pressures without disrupting ongoing reform programs. Originally expecting a $347 million Extended Fund Facility disbursement, the Government opted for the RFI due to post-cyclone urgency.

Economic think tank Verité Research cautioned that RFI borrowing could prove expensive, urging the Government to consider domestic bonds, ESG-linked sovereign debt, or non-debt grants as lower-cost alternatives.

Analysts stressed the importance of professional evaluation and careful debt management to balance urgent recovery needs with long-term fiscal sustainability.
