Sri Lanka–US Defence MoU Outlines Wide-Ranging Cooperation

Sri Lanka has released details of a defence-related Memorandum of Understanding (MoU) signed on November 14 between the Ministry of Defence, the Montana National Guard and the United States Coast Guard. The agreement was signed in Colombo by Defence Secretary Air Vice Marshal (Retd.) Sampath Thuyacontha, Montana National Guard Adjutant General Brig. Gen. Trenton Gibson, and US Ambassador Julie Chung.
The MoU seeks to strengthen cooperation across multiple areas, including aviation safety, maritime domain awareness, cyber defence, disaster response, military medical work, logistics, and peacekeeping, and chemical and environmental threat response. Leadership development and cultural exchange programmes are also included.
Officials emphasise that the MoU is legally non-binding, with specific activities to be outlined in separate addenda agreed upon by all parties. Effective for five years from signing, the agreement will automatically renew for further five-year periods unless notice is given. It may also be amended or terminated by mutual consent.
